Shopping depends on what you are looking for to buy.  Istanbul is the largest city of turkey and is the heart of trade and commerce. It may therefore be a bit more expensive than Kusadasi but Istanbul has got more options for serious shoppers. Remember that in Grand Bazaar and places alike, it is common and customary to bargain,  so make sure that you ask for reductions you will definitely get it.
